Whats an Emulator?

An emulator is a program that imitates the software fuctions of another system to which would not normally function on the system to which the emulator program is run on. These emulators are more commonly used as game console imitators, therefore allowing you to play video games that normally wouldn't run on a unified system such as the PC!

Can my system run it?

Of course being emulation there is a downside to playing console games on your computer; Like, can your computer run the emulator at full speed or even at all? Well, if you bought a computer system in the pasted year, then yes your computer can run most emulators at full speed (exception to that would be PCSX2 and Dolphin which are still in the development stage and is still unstable with a lot of games.)

Hopefully you guys just want to play the older games like PS1, SNES, Megadrive.. etc. If that's the case as long as you bought your computer around 2005 you won't really have much trouble running these types of emulators.
